Title: New Science, New Society and New Democracy: e-Cognocracy the Democracy of the Knowledge Society
Abstract: This paper analyses the manner in which traditional representative democracy is evolving in line with the evolution of scientific methodology and society itself. The emerging challenges and needs of the Knowledge Society, the characteristics of the new scientific methodology and the opportunities offered by Information and Communication Technologies (ICTs) are the main issues discussed in this work. The three, especially, significant features of the democratic model known as e-Cognocracy are Collaboration, Co-decision and Cognition. This innovative model of cognitive democracy combines representative and direct democracy by means of weights that depend on the nature of the problem. The model is oriented towards the continuous education of citizens in one of the essential attributes of human beings: the ability to make decisions. E-Cognocracy uses ICT as communication support, Multicriteria Decision Making (MCDM) techniques as the methodological support and democracy as the catalyst for the creation and diffusion of the knowledge derived from the scientific resolution of public decision-making problems concerning the governance of society.

Biography:
José María Moreno-Jiménez received the degrees in mathematics and economics as well as a Ph.D. degree in applied mathematics from the University of Zaragoza. He is a Full Professor of Operations Research and Multicriteria Decision Making and the Head of the Quantitative Methods Area in the Faculty of Economics and Business of the University of Zaragoza, Spain. He is also the Chair of the Zaragoza Multicriteria Decision Making Group (http://gdmz.unizar.es), a research group attached to the Aragon Institute of Engineering Research (I3A), the last Coordinator of the Spanish Multicriteria Decision Making Group and the President of the International Society on Applied Economics ASEPELT. His main fields of interest are multicriteria decision making, environmental selection, strategic planning, knowledge management, evaluation of systems, logistics, and public decision making (e-government, e-participation, e-democracy and e-cognocracy). He has published more than 200 papers in scientific books (LNCS, LNAI, LNI, CCIS, AC, Advances in Soft Computing, IGI Global, IOS Press, NOVA …) and journals such as Operations Research, European Journal of Operational Research, Omega, Decision Support System, Group Decision and Negotiation, Annals of Operations Research, Journal of Multi-Criteria Analysis, Journal of Cleaner Productions, International Journal of Advanced Manufacturing Technology, Archives of Civil and Mechanical Engineering, International Journal of Production Research, Production Planning & Control, Industrial Management & Data Systems, Computer Standards and Interface, Int.
